Subject:          Cardio-Pulmonary Resuscitation (CPR) Instruction

Policy:           The Enhanced 9-1-1 Authority shall follow a standardized procedure for offering CPR classes to new and current 9-1-1 call takers and dispatchers.

Purpose:        To provide all personnel with the necessary understanding of how    the CPR program is designed.

Procedure:

  1. CPR classes will be offered on a regular basis according to agency needs.
  2. CPR classes will be offered during every El Paso-Teller Public Safety 9-1-1 Academy (ETPSA) prior to EMD training.
  3. The Authority is responsible to pay for the cost of certification and re-certification when students attend CPR classes through the 9-1-1 training facility.  If PSAPs choose to provide CPR classes separate from those mentioned herein, the 9-1-1 Authority will not provide reimbursement.
  4. Instructors are trained through an American Heart Association approved training site, and must re-certify as instructors every two years.
  5. Each student must re-take a CPR class and test every two years in order to stay current for EMD certification.
  6. Students must adhere to the following Liability Statement provided by the Colorado CPR Association:
    1. “The course for which you are enrolled may include physical strain, possibility for cross infection, and emotional stress.  CPR is very strenuous both in practicing on the manikins and performing CPR on a cardiac arrest victim.  If you have any medical conditions or cardiovascular disease history that may be aggravated by this course, please consult your physician as to whether you should participate in a CPR course.  If you have any reservations about your ability to perform CPR on a cardiac arrest victim, you may want to reconsider taking this course.  If you have recently had any infections disease, including upper respiratory infection or open sores on your mouth and/or on hands, it is imperative to defer manikin practice.”
  7. Citizen CPR will be offered to the general public as a Friends and Family course that adheres to the American Heart Associations “HeartSaver” curriculum.
    1. Classes will be offered on an as needed basis during normal business hours at the 9-1-1 Authority office unless specific hours are requested and approved by the 9-1-1 Authority office and instructors.
    2. Fees to the public will be reflected based on the current costs of materials and travel if needed.
