Meeting was held at the E9-1-1 facility.

Meeting was called to order by Jim Anderson.

Minutes were approved: all in favor, no opposed.

 

Items discussed:

A.            Select a Chairperson as Robert Ross has taken the position as Cripple Creek City Manager and will  not be able to fulfill his commitment.

                Liz Brown volunteered to be the new Chairperson. All were in favor, no one opposed.

 

 

B.            The Authority policy stated that agency policy for use of EWS will be on file with the Authority. Where are we with completing those documents?

Discussion about which agencies have a policy in place that should include information on follow-up calls for notifications, crime prevention ( such as a rash of garage burglaries should be done during daytime)                  vs. imminent danger notifications ( anytime of day or night ), and some handouts with helpful hints when using the system were distributed.

 

C.            Dispatchers would like to come to this facility one to do CPR re-certs, refresher classes, and testing        for any of the 3 protocol re-certs they require. Request from dispatchers for this, what are PSAP Manager views on this?

This was discussed at EDRC previous to the PSAP managers meeting. Since P.O.’s are necessary for online testing in the future. But all testing can be done here after the dispatchers are given some refresher training and re-certifying for CPR. The general consensus was that this was a great idea. There needs to be a sign up sheet with Troy so that no more that 16 are signed up for the same date. That sheet with the dates, times, and slots available will be added to the website. Agencies are to notify Troy of how many will be attending so he can keep the website updated.

 

D.            Wireless calls to the various centers. Issues involved with this.

Jim Anderson explained that the receptors at the towers can be moved to face different directions to possibly have cell calls going to all the agencies and not just CSPD and TCSO. He then explained that what the burden of those 9,000 cell phone calls a month could put onto the other agencies since most of those cell calls were for CSPD or TCSO. Also, that now only 2 agencies were farming out the cell phone calls to the            correct jurisdiction, if cell calls went to all agencies, every agency would be farming out the calls to the correct jurisdiction. It was agreed that the system should stay as it is. A test tower in Calhan might be tried to gather some number of cell calls and how they are processed is a possibility. Issues with inadequate information be passed on to the correct jurisdiction and using speed dial instead of one button transfers was talked about. Most of these issues have lessened over past months but still need to be mentioned.

 

 

 

E.            Liz Brown was to bring back information regarding CALEA certification and dispatcher accreditation. Any information.

Liz Brown handed out a sheet with a quick synopsis of CALEA information. It is a very in depth process     to go through and expensive. With agencies already in the Police Departments, some of the policies and        directives are already in place. EPSO is moving toward this. Arapahoe County, along with others, are going through the process now and would be happy to answer any questions about system.

The previous idea of an internal accreditation was put aside. More information to come from EPSO after a meeting on April 18th.

 

F.            Selection of Telecommunicator of the 1st quarter of 2007.

The letters were read and a private vote was tallied. The winner is Lynn Hart of Fort Carson Fire Dept.

 

G.            Getting money from the Authority for ‘9-1-1 Dollars’ as an incentive gift.

This idea was brought forth by Liz Brown. Tina Young brought up the State Amendment 41 which would bar any employee from being able to accept these. There is much debate about whether this amendment would effect not only the ‘9-1-1 Dollars’ but the years PSAP gifts given out. There was a motion to carry this discussion over to the next meeting. Jim Anderson will speak to the Authority attorney about this issue also.
