Subject:                       El PasoTeller County E9-1-1 Back Up Communications Center

 

Policy:                         The El Paso – Teller County E9-1-1 Authority provides a Backup

Communications center and this policy outlines the procedure for using the center.

 

Purpose:                     To provide the information to all PSAPs regarding their use of the backup center.

 

Procedure:                    The Backup center is available to any PSAP within the Authority system for activation when their main PSAP can not be used.

 

There are two types of use:

a.       EMERGENCY- This activation will be due to a condition that renders the main PSAP unusable. There will be no advanced notification for this type of situation. Activation of the various components of the backup will occur as rapidly as possible.

b.      NON-EMERGENCY (PLANNED)- Activation under this category will be known in advance. The Authority requests a two-week notice of the intent to move the primary PSAP to the backup center. Scheduling of the movement of 9-11 trunks and other telephone services will be scheduled with Qwest and other providers to occur on the date and time indicated by the PSAP.

 

ACTIVATION OF THE BACKUP CENTER

                                   

                                    There are two activation processes:

a.       Regular Business Hours- If an event occurs during regular business hours 8:00 AM to 5:00 PM, Monday – Friday, call 719-785-1900 and notify on duty staff of the following:

(1)   Agency Name

(2)   Need to activate the Backup Center

(3)   How soon staff from that agency will arrive at the backup center

b.      After Hours and Weekends- Two pagers are available for contact. The first is the 9-1-1 System Manager 719-594-7747 and the second is the 9-1-1 On call Pager 719-389-8672. The System Manager, when in town, can be at the backup center in about seven minutes. While enroute to the backup center, the System Manager shall contact Qwest to start the conversion process. On call pager personnel will either respond to the building or contact a staff member who lives close for opening.

 

AUTHORITY RESPONSIBILITIES

 

The Authority shall be responsible for testing all systems located within the backup center on a weekly basis. This includes testing:

a.       Radio talk groups for various agencies.

b.      Telephones sets will be tested for operational incoming and outgoing dial tone.

c.       Computers will be tested for proper operation. Software vital to operation of the backup center will be tested weekly.

 

AGENCY RESPONSIBILIES

 

While using the backup center, the agency becomes responsible for the security of the 9-1-1 Authority building. This specifically refers to the control of access to the building, which should be only to known staff after hours. Doors shall not be propped open allowing for unchallenged access to the building.

Staff members will be present during regular business hours to assist the visiting PSAP. After hours and on the weekends no staff will be present. Any issues with the backup center shall be resolved by contacting the 9-1-1 On call pager at 719-389-8672.
