The El Paso and Teller County Enhanced 9-1-1 Authority shall be responsible for the continuous operation and day-to-day maintenance of the Enhanced 9-1-1 System, associated equipment is defined as:
1. ANI-ALI Equipment
2. Telephone Equipment
3. Computer Equipment
4. Generators
5. Uninterruptible Power Supplies (UPS)
6. Any other equipment/items authorized and purchased by the Enhanced 9-1-1 Authority
The
Authority was created by an Intergovernmental Agreement, effective June 1, 1989. There were
thirty-three (33) original signatories to the 1989 Intergovernmental Agreement.
A re-stated Intergovernmental Agreement became effective on November 20, 2000. Thirty-seven (37) were signatories to this document. They are:

The Authority has designated specific public safety agencies as Primary Public Safety Answering Points (PSAPs). They are:
Colorado Springs Police Department
Manitou Springs Police Department
Fountain Police Department
El Paso County Sheriff’s Office
U.S. Air Force Academy Fire Department
Fort Carson Fire Department
Peterson Air Force Base Security Police
Teller County Sheriff’s Office
Woodland Park Police Department
Cripple Creek Police Department
These agencies, as system participants, shall operate and maintain the PSAP Enhanced 9-1-1 equipment and associated systems and equipment provided to them in accordance with approved policies and procedures.
The
Authority’s operating structure is set forth in the Re-stated Intergovernmental
Agreement (IGA) and By-laws as
established by the Authority. By-laws can be updated regularly at the
discretion of the Authority.
